Today we can precision bomb just about anything. That was not the case in 1943. The only way to effectively bomb a target was to do carpet bombing. Hamburg was an industrial city and its port was where U Boats were sent from. When you are fighting a ruthless enemy--the only way to save lives is to end the war as quickly as possible. Destroying industrial capacity is a big part of that.
