It is unclear who is responsible for this. The tankers (two were attacked) may have been under Japanese flag (or had Japanese cargo). While it happened in the Straight of Hormuz/Gulf of Oman area, Iran may not be behind it (or it may be). It is breaking news and still unclear what happened.
Gasoline prices were expected to go down this summer. That is off for the time being.
Update: Washington Examiner says evidence points to Iranians. The Japanese owners claim flying objects caused the damage (suggesting missiles as opposed to torpedos). The other cause could be "limpet" magnetic mines (which may explain damage above the water line).

Attack today shortly after Prime Minister Abe visit to Tehran
The interesting thing about this story is how little concern there is about it. Judging by Pompeo's comment; I think the plan is pressure the international community; as in, "If you still want oil from the Middle East, you might want to do something about this. Don't look to us, because we are good."
