Sort of. He first appeared April 30, 1938 in a Porky Pig cartoon (Porky was Warners' mainstay until WWII).The best Bugs (and Daffy) cartoons span WWII and Korea. After that, they became too "family-friendly".
The evolution, but the first time we saw the "modern" Bugs was 1940. It is also the first time Bugs said, "What's up, Doc?"
I concur that period was the golden age of Bugs and Daffy.
