The Democrats know that Biden's time is limited. Harris is a liability since it would be perceived she would be a weak President. I suspect Biden will not run and another candidate who wins the primary can pick who ever they want for Veep. Harris may run, but she went no where in the 2020 primaries, so even as Veep it is far from likely she would prevail for the nomination.
