The Trump Economy did help disadvantaged Americans (Black and Latino unemployment was lowest it had been). Then Covid hit.
The Democrats pushed for a payroll tax cut back in 2008 when Obama was President. They now oppose it. It is because lower income workers (including a lot of black workers) will benefit most from such a tax cut. This is politics and if that means making it harder on workers, Democrats are ok with that.
