Well not single handedly--De Blasio had help from fellow Democrats. Let's go back and remember what Democrats Governor Cuomo and Mayor De Blasio said in this Newsday article on February 10, 2020:
Gov. Andrew M. Cuomo on Friday urged New Yorkers to keep the threat of virus in perspective. "We went through this before: Zika virus, Ebola, et cetera. But let's have some connection to the reality of the situation," he said. "Catching the flu right now is a much greater risk than anything that has anything to do with coronavirus."
We know in China so many of our loved ones are facing the challenge of coronavirus," New York City Mayor Bill de Blasio said before the parade, flanked by state and local officials. "But we stand together," he said. "No matter what's thrown at us in this city, we are united."
