Why does anything exist in American politics? Because it benefits someone with money and they're willing to fund it. In some cases they get some sort of propaganda value out of it even though it doesn't show any real return, like the phony opposition candidates they used to have in the communist bloc. Everyone inside and out knew they were a joke, but the leaders still thought they had some value.
