Removing barnacles from Sea Turtles

I had no idea that sea turtles could get barnacles like this.  I have seen sea turtles all over the world and I have never seen ones like these.  There are mixed ideas on this. Too vigorous cleaning could injure the turtles worse than the barnacles. Heavy barnacle growth indicates a turtle with a weakened immune system and disease.  

Still, given the alternative, some cleaning seems like a good idea for turtles like these.
