I doubt it's anything. During the Cold War, we used to run ferret missions into Soviet air space to gauge their reaction time. If memory serves, we could have blown through and wiped out Moscow with almost no resistance early on, but chose not to (despite our numerous warts, we ARE the good guys). They're probably just seeing if we flinch. Oh, and welcoming the new Secy/State.
