Depends how you define "base." Some Republicans, such as the GOPe, never liked him and work behind his back to undermine him every chance they get. Some who are vehimently against the vaccines (aka as experimental gene therapies) are confused by Trump taking credit for their rapid development and his claim they save lives (and promoting their use). Others like (especially in hindsight after Biden) Trump's policies, but are bothered by his personality and brashness (aka "mean tweets").
The vaccines did save lives, for those at risk for death from Covid. The vaccines also have very real risks and dangerous side effects. I also agree no one should be forced to take them (the mandates are totally evil and about control, not public health). Forcing young people to take them is dangerous, given the the almost 0% risk of harm from Covid to them and the fact vaccine risks increase the younger you are. You can be pro-vaccine and be anti-madates. Not being vaxed does not put others at risk. Freedom. That is what Trump should run on.
If Trump does run again (I am almost certain he will) he better be smart about it and learn from his mistakes from his first term. Certainly the Democrats are trying whatever they can to prevent him from running if they can. A shelackin in the 2022 elections will hobble but not prevent them and their media allies from engaging in shennangins leading into 2024. He also better watch his back with the GOPe.
