Joe Biden was delusional before his full bore dementia kicked in. He litterly thinks Obama is jealous over Biden's record as President. Biden is still angry and hurt that Obama endorsed Hillary over him in 2016: "Unprompted, Biden told Hur about the wounding experience of Obama favoring Hillary Clinton over him to be the Democratic presidential nominee in 2016."

Weirdly enough, Joe Biden might have beaten Donald Trump in 2016. At a minimum, I think Biden would have done better than Hillary did. It is an interesting "what if," but chances are Trump would have then won in 2020.
