Well they did, like I Dream of Jeanie. Actually women dressed sort of hot in Iran and Afghanistan back in the Sixties. It was sort of a happening scene there.
Never was big into the mini-skirt thing and you can make a case that Western culture started its decline when Mary Quant, the first truly misogynistic woman (she was was the one who first popularized the idea of shapeless frumpy), started getting a lot of publicity as John Lennon's favourite designer.
PS Carnaby was more '65 than '67.
By then, the grimness of the New Left was taking hold.
