I've seen brightly colored and showy, not much brilliance and certainly not lighthearted and carefree. In fact, lighthearted is not a word that would come to mind for a person that met definition 1.
2 sounds like a synonym for fffabuloussss, but I have to second what Leland said.

Isn't definition 2 inconsistent with how many persons of definition 1 actually act?
